However, due to financial problems caused by inflation (due largely to new methods of acquiring funding for municipal projects),San Francisco was forced toimethodically reduce its size again starting with adopting legislation on January 20, 1871 limiting total population size to 507 per square mile instead of 1,000 per square mile as authorized by previous law passed on December 29th,. After years of wrangling over budget cutsamongst various factions within society at large (eastern elites seeking suburban wealth while easterners remained largely unaffected),the Board Of Supervisors finally increased its population limitto 2,500 per square mile on August 15th 1870 thereby completing what would be known as "The Great Reduction" (); howeverstreet grid layout still followed old north/south arterial routes
