In 1868, annexation byLos Angeles County completed the process that had been going on for years before that: large tracts of land north of downtown Los Angeles were annexed into county limits while smaller parcels continued to be owned by individual landowners. This action helped create what is now Downtown LA from small clusters of businesses and residences around City Hall Park. By 1870, almost all Angelenos inside city limits had grown up within Chinatown or other Chinese settlements north of downtown; this neighborhood still exists today as one portion of Downtown LA
