The city of San Fernando was founded in 1881 by John Wesley Hardesty and operation began on July 1, 1881. The original site for the city was on the east side of San Fernando Valley between Mission Drive and Yucca Street. On August 15, 1882, the city passed an ordinance establishing a police department and providing for its organization. The first chief of police was Captain George Fenton. In 1902, San Fernando became a municipality with jurisdiction over all of eastern Los Angeles County. On January 1, 1907, San Fernando annexed part of neighboring Arcadia Township to form a new municipality. On October 30, 1912, San Fernando annexed much of Glendale Heights to form a new municipality also covering all of eastern Los Angeles County. In 1915-16 and again in 1917-18 (due to World War I), San Fernando City Council authorized annexation of parts of Wilmington in northern Orange County which at that time were unincorporated areas within the City Limits but were being used as military training camps for soldiers from both countries due to their proximity to Campomanesville (the main exercise ground at that time). This annexation resulted in the founding of Wilmington Beach which remains an unincorporated area within the City Limits today.
