In 1854, after years of controversy over whether or not to annex parts of Southern California into the United States because of their location near Los Angeles, Congress passed an act annexing all but two small local towns within California: San Marcos on February 14, 1850; and Fillmore on November 16thof that year. However, even without this act there would have been annexation because various counties within California had voted to become part of the US during separate territorial elections in February 1849; however these votes were never ratified byCongress due primarily to partisan politics instead focusing on creating a united western border with Mexico rather than developing new states inside Californiato make up for lost territory caused by failed efforts at statehood throughout America during this period). On January 7th1864 Proposition 8 became law legalizing white persons only marriage within racial categories defined by Ulysses S Grant as “white” male/female regardless of birth or race which effectively ended any chance black people could get married before 1964 despite efforts by some Black leaders such as Rosa Parks who refused segregationist buses while travelling through South Central Los Angeles – an event known locally as “The Day Without A Black Man” or simply “The Day” . In light of this history it should come as no surprise then that African Americans have made significant contributions to both business and political life in San Diego County since its inception including Congressman Adam Clayton Powell Jr., Mayor Jerry Sanders Sr., State Senator Barbara Boxer among others
