The city experienced several surges in population during its early years due to gold discoveries at Sutter Lake (now known as Downtown) and Misquito Creek (northwest of downtown). By 1870 there were over 100 businesses in town and more than 1,000 people living in tents near Mission Park while other inhabitants built shacks or huts along El Cajon Creek. A major problem confronting San Diego during this time period was water shortages caused by heavy rains that washed away valuable farmland; however this also led to development around Town Pointe including Fillmore Heights and La Jolla Cove where farmers erected warehouses for storing foodstuffs after being able to sell goods inland without running into problems with river flooding. After California became a state in 1850, counties were created within Alta California; Dona Ana County was formed north of downtown while Imperial County south of it included most of what is now Downtown San Diego as well as much of today's Otay Mesa Peninsula east of Interstate 5 and parts of La Jolla and Scripps Ranch northwestward into Orange County
