On October 1, 1821, San Diego was founded as a small military post by Lieutenant Colonel José María del Valle and twenty-eight other volunteers from Rancho de Santa Cruz. The area that is now San Diego County was part of Alta California under Mexican rule until 1848, when it became part of the United States following the Mexican–American War. In 1850, the US Congress passed the Compromise of 1850 which gave land east of the Peninsular River to Texas and created a new county including parts of what are now San Diego and Imperial counties. In 1852, Don José Antonio Mejia established a mission at present-day Mission Valley located on what is today's corner of Seventh Avenue and Interstate 805 in preparation for converting pronounceable salt water into fresh water to be used by Mission San Diego (Lobos de la Costa). On December 12, 1852, Father Junípero Serra built his second mission at Presidio Hill after experiencing difficulty finding an adequate site due to lack of soil or groundwater. The presidio served as both a spiritual and military center during its early years before it was abandoned in 1865 following Serra's death. In 1863, Governor Pacheco ordered Captain Enrique Mora to take possessionof all land within Los Angeles City limits extending northward about six miles (10 kilometers) beyond present-day downtown LA because he felt that Los Angeles had no right to exist without some form of government control over it. Captain Mora ignored this order and began construction on his rancho el Real near present-day Union Station which he called Rancho Niguel because he owned most of what would become LA County. This event represented one step in creating Southern California since Captain Mora essentially took over government responsibility for areas not currently under Mexican jurisdiction
