San Clemente, California is a city located in Orange County, California. It was founded on July 21, 1875 by the merger of two small villages, San Pedro and Yorba Linda. The name comes from Saint Clementinus, who was martyred in Rome in 249 AD. The area that now makes up San Clemente was originally part of the Rancho Santa Ana de Anza grant to José Joaquín de Haro. In 1876, Captain William Richardson built the first school on the present-day site of City Hall. At that time there were only a few rudimentary facilities within the town limits. The village gradually grew around this early schoolhouse until it reached its current size in 1903 when it annexed additional land east of City Hall and south of Center Street. By then, there were over 100 people living in San Clemente proper and many more scattered throughout its annexations. The city’s history dates back even further than this; many interesting events have occurred within its boundaries during its short existence as a settlement including: the battle between American and Mexican forces during the Californio Rebellions (1847-48), construction of Highway 1 (1936-1939), incorporation as an incorporated town by state statute on February 14th, 1945 (under Governor Earl Warren), designation as a “ghost town” by Supervisor John Kappan on January 1st 1949 due to lack of development over the preceding several years, reclamation of former marshland for annexation into new city limits following Expo '64 and again following '68 official designation as an "urban satellite" or "neighborhood watch" by Mayor Lorenzo Sanchez; establishment as a municipality pursuant to state statute on December 12th 1969 through passage by both Assemblymen Joe Canavan and Don Rosenberg; reflected growth within city limits with election results reflecting 52 percent increase in population to over 711 residents inclusiveof annexed areas pursuant to special legislation enacted therein authorizing such enlargement notwithstanding initial predictions which foresaw no growth at all; decision made early last century not to establish any park or open space within city Limits consequent upon perceived limitations imposed thereby from zoning regulations promulgated subsequent thereto affecting most aspects of day-to-day life for citizens generally resident therein notwithstanding efforts made subsequently thru referendum measures duly authorized thereby - culminating with final approval thereof via ordinance effective January 15th 1990 thru ratification thenceforth effectuating full revocation & substitution thereof for ordinances thereto prior thereto existing - precipitating recent trend towards increased commercialization &/or suburbanization particularly along arterial corridors adjacentCity Limits constituting one major impact resulting from decade long effort aforesaid primarily funded largely thru Measure B tax increment financing program administered jointly hereinwith Countywide Municipal Services Administration - finally providing physical evidence hereinbelow chronicling our growing pains some thirty years since first establishing ourselves here
In 1821, the first land grant in San Clemente was given to José Antonio Nieto. The following year, Mexico acquired California from Spain. In 1825, the Mexican government granted an area of land on the shore of San Clemente County to Manuel Nieto and his wife for a rancho. In 1830, Rancho Santa Margarita was granted to Manuel Nieto's son-in-law, Mateo Pico. The property included part of present-day Santa Cruz County. Pico erected a small adobe chapel on the bluff overlooking Point Conception in 1838 as a shrine to his patron saint, St. Anthony of Padua. It is now one of the most popular tourist destinations in San Clemente County. From 1840 until 1850, Pico also owned what is now Mission Beach and Gaviota Peninsula in Los Angeles County. In 1863, when American General John Custer captured Camp McDowell at Yuma River near Blytheville, Arkansas during the Indian Wars campaign against Native Americans, he discovered valuable mineral deposits there and decided to sell them to America rather than fight another battle with these powerful tribesmen. He named this new discovery "San Bernardino," after General Custer's birthplace (Belfast).
