On July 4, 1846, San Carlos was founded by Mission Dolores Mormons. The town's original name was "Fresno" because the first post office in the area opened on that date. It changed its name to "San Carlos" on October 15 of that year in honor of General José Robles y Ortega, who had helped lead Mexico's successful war of independence from Spain. The town grew rapidly due to the export of goods produced in nearby Fillmore and Bakersfield. In 1868, a school and dispensary were built and in 1870 a sawmill and gristmill also were erected. By 1888, there were six shops and eighty-four residents. A Masonic lodge was organized in 1892. Many important events took place during San Carlos' early years: Santa Clara County was created from portions of Fresno County on February 14, 1850; California became a state on November 6, 1850; the Nevadasilver boom began in 1860; San Carlos became part of the United States on January 9, 1863 when it joined the Union as Northern California; two wars fought against Mexican forces within California – one known as the Alamo War (1867-1869) and another known as the Sierra Madre War (1879-1881) – led to heavy civilian casualties which hastened population growth rates throughout much of California during this time period. In 1915 San Carlos voted unanimously to become an incorporated city with its own mayor and City Council members instead of being subject to county or city rules dictating how candidates for office should run for reelection or other municipal responsibilities such as zoning or fire protection services. A new hospital facilities were dedicated in 1926 by then Mayor Harry Haldeman after many patients died at previous hospitals located close by such as Fillmore Hospital which closed down due to financial difficulties following World War I). The downtown business district experienced rapid growth over ensuing decades with well over one hundred businesses opening up along El Camino Real between 1906 and 1916 alone including several banks/financial institutions like First National Bank/San Carlos Trust Company/ Merchants National Bank etc., making it one of North America’s most vibrant commercial districts at that time with many new buildings still standing today! In 1957 San Carlos voters approved Measure W - , authorizing voters to establish a special taxing district called “Civic Center Sales Tax District” within downtown boundaries specifically earmarked for funding various civic purposes including but not limited to building projects associated with increasing access to public education through expanded hours at local schools having been authorized by Assembly Bill No. 524 authored by then City Manager Don Bacon just prior thereto providing for increased funding levels for all local government entities statewide pursuant theretosubjecting no single municipality thereinto any increase thereafter thereafter thereby declaring certain areas within said Civic Center Sales tax district hereafter municipally exempt from said sales tax
