In 1846, followingMexican independence from Spain,San Diego county was established as part of Alta California via Proposition 8, which granted voting rights to Californians over citizens living in other states without such rights. As a result of this development, many Mexicans moved into what is now San Carlos County during this time period; some settling permanently while others moving intermittently until they finally became permanent residents after 1850 . A few years later another important event occurred when Don José de Arguelles y Pavón purchased Rancho Rinconada from Fernando de la Vega for $5200 (). This rancho extended down intopresent-day SAN CARLOS COUNTY . The site of San Carlos was first settled by the Ohlone Native Americans in the late 18th century. The town was founded on a wide area of present-day San Carlos County, California, in 1868 by Capt. John Sutter and his men as part of their attempt to establish an outpost on the newly discovered Mount Shasta. In 1871, after years of struggling with difficult terrain and hostile tribes, Sutter's group reached Cathlamet Lake and founded the town based there. By 1870, Cathlamet had become one of the largest settlements in southern California. San Carlos grew quickly due to its strategic location: at a crossingroads linking several major trade routes. It became an important center for winegrowing and cattle ranching in southwestern California during the 19th century. The town also hosted a number of political meetings during that era. In 1915, San Carlos was renamed honorificy for General George Custer following his death at Battle Creek Indian Chief Township near Glendora,California In 1933, San Carlos experienced one of history's most severe droughts when two decades-long wet winters caused high levels of water scarcity throughout much of Southern California. As a result, many businesses closed their doors; however, some residents refused to leave their homes because they were essential to local agriculture and commerce. Despite this adversity, the town continued to grow even as other parts of Southern California experienced rapid population growth during that time period. In 1957, San Carlos formally annexed portions of unincorporated Los Angeles County including Agua Dulce Canyon
