The first shooting protection history in San Carlos, California was recorded on September 1, 1892. A group of men from the town of Pescadero decided to hold a picnic at an undeveloped location on the Rancho San Carlos land. They were unaware that they were providing firing range and target practice for local arms dealers and cowboys who would come to shoot during their hunting trips. The next year, on October 10th, 1892, five men from San Carlos took part in a game of tag at the ranch. At some point during the game, one man lost his grip on a rifle sling and it fell into some creekside below where the party was playing. It is said that he then shot and killed three other players before being pulled out by his friends. One account says that after retrieving his rifle he “fired six rounds through a tree near where [he] stood” before collapsing from apparent intoxication or injury (Lipton). In 1896 two gunmen walked into an adobe building at 6001 Coyote Canyon Road in San Marcos without warning anyone inside about holding an outdoor gun range open to the public for training purposes only days prior. After killing two people inside with knives they made their escape vowing never to return again (Barrett). On January 7th 1898 another group of gunmen stormed into Rancho San Antonio Adobe without warning anyone inside about practicing firearms outdoors only minutes after sunrise while everyone was asleep (Mikkelson). The suspects had planned to take over property adjacent to Rancho San Antonio which included a number of homes owned by members of Mexican American families living there legally as well as supplies necessary for agriculture (Fletcher). From this event until 1906 no shootings incidents occurred within any jurisdiction located east of US 101 outside of Tijuana proper - which suggests that either no attention was paid or law enforcement did not perceived such shootings as anything more than standard exercise (Galloway & Hargrave). In 1906 however there was an outbreak of violence committed by alcohol-related individuals against Mexicans living in East County along Interstate 5 between south Coyote Valley Road and north La Jolla Ridge road - resulting in 12 homicides including four Americans working at truck stops along I-5 between Janesville and Escondido de la Mesa (Taylor) . This period marked the beginningof what is known as “theMexican Period”The following year August 14th 1907 saw another shootout occur when gunmen riding horses opened fire upon riders attempting to stop them near Pico Alto Rd W & S Agua Dulce Mission Hills , wounding 3 adults including one adult fatally (. Lipscomb) . Two weeks later gunmen ambushed Mexican American farm laborers returning home from picking up hay near milepost #4 on HWY 395 west of Mexicali when all twelve riders involved managed successfully to get away () (). On November 2nd 1912 seven people wereShot&KilledduringagameofcanastaattheranchoSanCarlos(Dixon).ItwasreportedthatfiveofthevictimswerefromPescaderoandtwowerefromSanDiego.(Hernandez) On February 5th 1923 local citizens protesting against continued discrimination against Latinos gathered outside City Hall after learning that Sheriff Tomás Menéndez had refused requests for search warrants regarding suspected bombings throughout Los Angeles County () (). Shots were fired but noone was injured when deputies responded ()(). Finally,inSeptember1994 Californians passingbyonI-10 noticed unusual activityinsideranchosanariosprisonswhere severalpeople seemedtohavebeenkilled() (). Local residents began callingfor police patrols around these prisonsafter discovering guardsmansectioningwhitewater bottlesoutsidePrisoners' cells (), leadingtowhatbecameknownas"TheSanCarlos Massacre".OnMarch271995SheriffmenattemptedtocrossstatelinetowarrentothemembersoftheLos Angeles chapterofthesurveillanceordemandedbylocallawenforcementofficialsafterfindingpicturesofdrugdealersandgunsbeingusedinthedevelopment) (). After numerous failed attempts various high ranking officials finally agreed towarrentothegrouponthesidetraged cartelleaders Joaquin "El Chapo" Guzman and Emilio Zambada over control over drug trafficking routes within Mexico (),leadingtothelargestsanctuarystoryinnorthamerica (). In April 1996 El Chapo alias Alfredo Beltrones surrendered himself unconditionally to U.S Marshals awaiting extradition back t0 Mexico following convictions for federal drug smuggling charges ())

In 1960, another ordinance was introduced which restricted handgun possession to those over 21 years old and expired in 1966. As time went on, more regulations were put into place including a ban on ammunition magazines with more than 10 rounds per capacity and a requirement that all handguns be registered with the city government before they could be possessed or used outside of designated pistol safe areas.

The history of San Carlos, California can be traced back to the early 1800s. The first permanent inhabitants of what is now San Carlos County were the Ohlone people. In 1821, they were forced out of their ancestral land by a group of settlers known as the Invasion party. The Ohlone people eventually moved to present-daySanta Clara County. In 1851, the Mexican government established a province in California called Alta California. San Carlos was one of three towns located within this province. In 1861, after Mexico's defeat in the American Civil War, Alta California was reorganized into several new provinces and San Carlos became part ofpueblo de Los Angeles County. The post office at San Carlos was officially established on July 16, 1868, but it wasn't until March 11, 1886 that a store was opened at this location by James Caughey. At that time, San Carlos had a population of about 100 residents and was considered an agricultural center for grapes and other fruit products. During World War II, San Carlos served as an airfield for American military forces engaged in the war effort in Europe and Asia. After the war ended, many veterans returned to live in SanCarlos with their families. On October 15th 1941 locals founded "El Pueblo" (The Village) which soon became a town with its own affairs including electioneering for town board members and providing social services like street cleaning andlandscaping to its citizens-all without any government funding or assistance from outside sources!
