San Carlos is a small city in the county of San Mateo, California. It was founded on April 30, 1853 by Mexican immigrants as part of Rancho San Carlos de Aláfrica. The first settlers were Mexicans who had been brought overland from central Mexico by way of Oregon and Nevada. After they arrived, they set up camps along the banks of the San Francisco Bay. On December 6, 1853, they voted to make themselves an independent town under the name of San Carlos de Aláfrica. In 1860, they changed their name to San Carlos after General José Ignacio Zaragoza y Asís granted them land in what is now Silicon Valley. In 1897, when San Carlos became part of Oakland County, it lost its independence but kept its own municipal government with three wards (east/west side: North Park; south/north side: Fruitvale; east/west side: Richmond). In 1951 it gained another ward (south/north side), which made it one municipality among many in Oakland County including Berkeley and Hayward. On November 14, 1960, voters passed a resolution designating May 25th as International Day Against Trafficking in Persons (IDAP) to celebrate human rights abuses against women and girls around the world that are done through trafficking activities throughout Latin America and the Caribbean Sea by organized crime groups such as La Marea Negra.
