Growth continued with new businesses being opened throughout the 1970s through 1990s as well as major improvements made to local roads and infrastructure including a new fire station and all-weather sports fields/parks which are still extant today.

A railroad line ran through town and goods were unloaded at the wharf on current-day Broadway Street before being transported by bus or train to nearby cities such as Daly City and Berkeley. In 1899, San Carlos became an incorporated municipality which included all unincorporated areas east of Interstate 5 along the shoreline of Laguna Seca Lake. The boundaries changed again in 1916 when portions of Almaden Ranch north of I-5 were annexed into the city limits while still lying within the boundaries of Almaden Ranch School District #1; these annexation changes remain in effect today. In 1927, San Carlos became one of only two California towns (the other being Monterey) that adopted a new charter with provisions for public education and fire protection services without having to vote on it from among their residents; this charter has been amended many times since its inception but remains largely unchanged today
