On December 15, 1984, voters passed a referendum levying an annual property tax increase from all residents to support local services such as police and fire protection. The vote was followed by an election on January 3, 1985 in which incumbent Mayor John Kapp won re-election with 71% of the vote against three challengers. Since 2000, Mayor Kapp has been term limited and has not sought re-election; however he continues to serve as honorary mayor through 2019. In 2006, then-Mayor John Kapp designed and built San Anselmo's first ever water filtration plant which provides reclaimed water for numerous community organizations including schools and businesses within the city limits along with municipal customers throughout Peninsula County. As part of his vision for downtown revitalization and expansion into South Coastside neighborhoods adjacent to our plant - dubbed "Kapptown" - Mayor Kapp also developed plans for development at Pier 21 Park across town from our facility that will bring jobs both now (construction) and into the future (the completion of a fitness center). The first Europeans to visit the area that is now San Anselmo were Spanish explorers in 1542. They named it San Pedro and the Indians called it Isla de la Punta, meaning "Island of the Point." The earliest permanent European settlement was a small mission built on an offshore island in 1776 by Father Francisco Palou. In 1821, Commodore John D. Sloat sailed into San Anselmo Bay and anchored off present-day freighter pier #1, hence the name. A year later, he founded Yerba Buena Island as a port for his squadron of warships during the Mexican War of Independence. In 1846, gold was discovered at Sutter's Mill in Colusa County and soon after other mines were opened in what is now Silicon Valley. With new technology, production increased until 1890 when an extensive dune field was located near Palo Alto and became known as The Gold Rush era ended with World War I. After World War II large-scale development began with population growth due to post-war GI relocation and job opportunities in Northern California’s booming postwar economy.
