In 1852, employee of the San Francisco Mint, John Sutter, invented the first revolver which he gave to Sheriff George Hearst for use by law enforcement officers. From 1850 until about 1860 handguns were not allowed within certain limits set by state statute because they were considered arms of crime or danger to society as a whole. This ban did not apply to military personnel or members of militia due to their exemption from state firearm laws under Article II Section 8 of the United States Constitution which states: “No person … shall be compelled in any State … To bear Arms…” As more firearms became available through purchases or inheritance, assaults with edged weapons decreased overall but increased specifically against unarmed women and children due to fear that these victims would not resist if they had access to such powerful weaponry. It should also be noted that during this time period firearms also began being used more regularly for hunting purposes rather than just personal self-defense; shotguns were becoming more common among farmers while rifles remained mostly reserved for law enforcement and militaries purposes until well into the 20th century.
