While en route to relieve Mexico City, Armijo's army encountered a force under Colonel James Purdy consisting mostly of Californios led by José Joaquín Carrillo y Tejada. After a skirmish near Paso Robles, Carrillo decided to retreat instead of continuing on with the rest of his unit; he left behind over 400 men including Tejada who surrendered when they reached Monterey Bay on 1 July 1846 after more than three months' travel across hostile territory at an estimated cost of $4000 per man (including supplies). A day later news arrived in Mexico City that General Santa Anna had been overthrown and Emperor Carlos VII had become re-elected as emperor with no desire or need for war with America; all military activities were placed on hold pending new orders from Spain.) Today, Salinas has a population of over 120,000 people and is home to many major businesses including Southern California Edison Company's main office building, Adobe Bros., Inc.'s rancho post office complex (now the former Adobe Playa Vista Shopping Center), United States Post Office (former Kern County Courthouse), Mission San Antonio de Padua Church (built 1886) and Pacific Gas & Electric Company's high school gymnasium. During World War II, Salinas played an important role as a munitions manufacturing center due to its location at the entrance to Monterey Bay Naval Air Station. In 1949, the City Council passed Resolution No. 49 setting aside $3 million for public works projects that would improve transportation systems within town limits; these included a new streetlight system and improvements to local schools. One such project was the construction of Highway 99W which connected downtown Salinas with Monterey Peninsula Regional Airport outside of town boundaries
In 1821, the Mexican government passed an act that granted land to twenty-eight families in what is now Salinas. The first settler was José Gomez, who arrived with his family in 1827. In 1830, the Mexican president Anastasio Báez ordered all settlers to leave and forces burned down a number of homes. However, many people continued to arrive and in 1836, the Mexican government finally granted title to the land to John Sutter. He named it Monterey County after his home county of California.
