In 1853, the Sacramento Union newspaper reported that a group of men had formed a "Mounted Police" to protect the city. The Mounted Police were organized by Captain George Stephenson, who served as the first sergeant and captain of the force. The force was composed of six policemen, two mounted officers, and four citizen volunteers. The Mounted Police were used to enforce laws in the city and provide security for public events. They also patrolled the streets during night hours to prevent crime. In 1861, Captain Stephenson resigned from his position due to health problems and was replaced by Lieutenant John Hodge. In 1868-69, Captain John Atherton served as captain of the Mounted Police before he became deputy sheriff in 1870. In 1875-76, Lieutenant George Brooke served as captain of the police force before becoming assistant district attorney in 1881. In 1885-86, Lieutenant Charles Fenton took over as captain of the police force before becoming acting district attorney in 1888. In 1890-91, Lieutenant Edward Kapp succeeded Lt Charles Fenton as captain of the police force before becoming acting district attorney in 1893-94). In 1898-99 Lt James Ewing took over as captain of the police force before becoming acting district attorney in 1899-1900. Commander William Harkness assumed command of units 1st Battalion (Mountain) California Volunteers on November 10th 1902 after Lt James Ewing's death (Harkness died on December 12th 1902). On October 15th 1904 Capt James Gorman became Commandant with Assistant District Attorney Harry Wickersham serving as Acting District Attorney until December 6th 1904 when Capt Gorman became Commandant with Assistant Deputy Sheriff Jack McNarty serving as Acting District Attorney until January 3rd 1905 when Col Harry Wickersham become Commandant with Deputy Sheriff Willie Burnett serving as Acting District Attorney until March 30th 1906 when Col Harry Wickersham died).

Sacramento, California is a city in western Sacramento County and the county seat of Sacramento. The population was 191,193 as of the 2010 census. It is the eighth-largest city in California and the third-largest in the Sacramento–San Joaquin Valley metropolitan area. The city was founded on November 17, 1849 by Nicholas Angelo Sutter, Jr. and his brother John Sutter, Sr. as part of their plan to create a new settlement at Yuba River for them and their families. In 1875 Dyer sold her interest back to Dyer & Co., which would become renamed Nancie Durant & Co., after she married fellow rancher John Durant about that time. By 1899 downtown was designated as part of what would be known as Capitol Heights neighborhood within DowntownSacramento limits (). In 1909 construction began on State Route 99W (), also known as "The Boulevard", linking downtown with rural areas east and west of Interstate 80 through north-centralSacramento County It became one of the first major freeway projects nationally while providing important transportation links between eastern and western parts of the state during this period. The highway system now includes four lanes each direction along its entire length including a fifth lane located just northbound between I-80 and SR 99W near Leakey Place interchange (). After years steady growth until around 1970s but then experiencing rapid decline due mainly to suburbanization which impacted employment opportunities throughout most if not all neighborhoods outside core urban districts; starter home prices started creeping up again beginning around 2006 until reaching current levels some 25 years later On July 15th 2018 Mayor Darrell Steinberg announced that they will be building an arena called Golden 1 Center adjacent to Googleplex approximately 2 blocks south bounded by 10th Street (northwest side) & Civic Center Drive (southwest side).
