This exodus led to a decline in business activity around Downtown Sacramento but it has since recovered thanks to revitalization efforts spearheaded by Mayor Darrell Steinberg and others over the past few decades including construction of new light rail lines and redevelopment projects like Regency Center which replaced an aging shopping mall adjacent to Interstate 5

This project met resistance from many residents who felt that their homes were not being sacrificed for this project. However, after much public discussion and pressure from protesters, Dyer abandoned his plans for another downtown district and instead built what is now known as City Hall Park near City College
