By 1860, however, revolvers had become available for purchase and use in California. The first revolver made in Sacramento was an 1859 model called the "Patriots." During this time period, there were several companies that manufactured arms and ammunition in Sacramento. These include Aiken & Son Arms Manufacturing Company (later renamed Colt), Willard Bros., Wesson Arsenal Co., Forester Rifle Works and others. In 1872, Mayor John Sutter founded City National Bank which became one of the most important institutions within Sacramento during its early years as a city. This bank played an instrumental role in helping fuel growth within the firearms industry by lending money to businesses and individuals who needed help purchasing firearms or making repairs/updates to existing guns. In 1892, outlaws operating out of nearby Placer County started attacking local businesses with impunity. Businesses throughout downtown Sacramento were targeted and looted; some even lost their windows entire because of the bandits' directionlessness when it came to looters hitting specific targets instead of taking anything important inside buildings. This event is known as the Sojourners Rebellion or simply "The rebellion." A detachment from Company K2 US Infantry under Lieutenant Colonel John Cushing relieved Ulysses S Grant's ill-equipped force at El Dorado Hills and helped suppress the revolt; casualties were high with more than 150 killed and 350 wounded. In retaliation for this victory over local rebels – some say successfully – Báez increased funding allocated to Indian Affairs forces by 25%. In 1905–06 (the years following World War I), downtown business owners decided to build what would become called "The Wall", intending to provide a physical barrier between them and adjoining residential areas where African Americans lived illegally or without proper permits. The wall gradually fell down over time due to vandalism and weather conditions; today only about 6 feet (1 m) remains visible above ground level near Harrah’s Casino on Temple Street.. In 1961–62 Mayor George Moscone enacted Proposition 13 which repealed all but $6 million worth of open housing legislation previously passed by City Councilmember Willie Brown; this led to rapid growth in prices for real estate around downtown resulting in much social unrest during pre-recession days..
