The town was named for General Antonio de San Joaquin y Costilla, who fought against Mexico in 1821. In 1846, Confederate forces under General Robert E. Lee invaded California and burned Sacramento before retreating south. A year later, the U.S. Military moved into California and established Fort Point at Sacramento to control the river mouth between New York and California. The first ammunition plants were built near Sacramento by army officers in 1854-1855 to supply troops fighting in the Mexican-American War (1846-1848). When that war ended, government officials decided to continue using private companies to produce munitions until 1865 when a new armament production program started by the Army was authorized by Congress. In 1861, whenCalifornia became a state, it allocated $15 million to build military infrastructure including arsenals and infantry camps across the state including at Stockton and Yuba City sites. The first bullets were manufactured here at Indero Ammunition Plant on Railroad Avenue west of downtown in 1861-1862 during the Civil War effort for use by Union soldiers engaged in skirmishes along the border of Oregon and Nevada. A year later, private industry joined government efforts when America’s first metallic cartridge case factory was founded on Capitol Hill east of downtown by Captain John Moulder with assistance from local entrepreneur George Hearst Sr.. These facilities produced high quality rounds for both armies during World War I (1914-1918). With technology advances during World War II (1939-1945), bullet production grew rapidly as warfare escalated around the world demand for more destructive weapons increased as civilians were killed or injured daily due to bombings raids targeting military targets such as airfields and factories throughout Japan; Korea; Burma; India etcetera
