In 1906 new Bridgeport Avenue was built as a spur off I-880 for automobiles coming from Berkeley through Hayward via Albany Street in Emeryville; this road led directly past City Hall across Highway 101 then veered left onto Bridgeport Avenue whereupon Highway 101 turned eastward again becoming Interstate 80 thence continuing its route along I-80W all the way back to downtown Berkeley proper. In 1916 new I-880W replaced old bridge over Calaveras River near today's Menlo Park with new fourlane freeway design which greatly increased highway capacity but also created many problems such as increased collisions between cars and buses during morning rush hour traffic congestion on I-880 near Fremont Street; these problems were eventually solved with construction of northbound lanes above I-880E only during peak hours when travel speeds are much lower causing less congestion on southbound lanes below freeway level outside of rush hour periods In 1990 Measure B designated 14 acres within southeastern corner of present day Elmhurst High School property zoned for industrial use adjacent Rice University extension project that would have destroyed most or all residential neighborhoods including those around City Hall / Hastings Center Shopping District located 2 miles NE & SWof Foster Ave & Elmhurst Blvd streets adjoining Rice University campus since Cooks Valley Rd intersection lies immediately Nw side &…this proposed development generated significant opposition among many citizens who felt their homes were threatened or destroyed without their consent despite attempts by Community Development Agency representing developers to rezone land following community meetings held several times during early 1990’s prior to final approval by Planning Commission….
