The first person to actually settle in Rosemead was David Witherspoon in 1859. He purchased land from Juan Crespo and built a small cabin on what is now known as Witherspoon Park. In 1861, he married Sarah Ayer and settled down near present day Laurel Canyon Boulevard and Lankershim Blvd. They had six children: Anna (1861-1934), Lula (1863-1946), David (1865-1947), John (1867-1920), Daisy (1869-1921) and Harold Witherspoon Palmer Jr.(1871-1945). David Witherspoon died in 1865, leaving behind his three wives plus their four children: Anna(1861-1934), Lula(1863-1946), David(1865-1947), John(1867-1920)and Harold Witherspoon Palmer Jr.(1871-1945). One year after his death, his widow moved into her husbands Cabin with their four young children until they were able to purchase a home on Lankershim Boulevard which became their permanent address during World War II when they migrated to Hollywood Hills for fear of being drafted into the war effort. After the war ended they sold their house in Hollywood Hills back to Anna & Lula who kept it until it was donated to UCLA where it currently resides as one of its buildings

Rosemead is a small town in the California Central Valley, located about 80 miles southeast of Sacramento. The population was 2,848 at the 2000 census. It was named for Rosemead, England. The town began as a stage stop on the Butterfield Overland Mail route between Placerville and Marysville in 1849. By 1860, it had developed into an agricultural center with over 100 businesses. In 1865, Rosemead became the first town in California to be granted incorporation by the state legislature. In 1887, fire destroyed most of the town's buildings but not its cotton gin and mills. In 1912, Rosemead became one of two towns in California to be granted city status when it amalgamated with nearby Watertown (now part of Modesto). The city built a library and several parks including Battlefield Park which still contains remains of American Civil War artillery batteries from 1864-1866. In 1978, after years of decline due to competition from larger towns such as Modesto and Visalia, Rosemead Measure A passed with 52% support becoming the first local government ordinance in history to become effective immediately without voter ratification. This made Rosemead one of only two U.S.-based villages (along with Vatican City) that did not undergo a community vote before becoming law enforcement agencies within their respective municipalities
