The first people to settle in what is now Rosemead were the Tongva people and they built their villages on high ground above present-day Rosemead and Olinda. In 1821, Juan Bautista Robles established a ranch near present-day Roscoe, which became Rosemead when it incorporated as a town in 1867. When builders finishedgrading part of Highland Avenue between Orange and Riverside Streets in 1870, they named one of the streets "Rosemead Boulevard." The area around present-day Roscoe was first used for Rancho La Brea (now known as Agoura Hills) cattle drives from 1852 to 1865; then for agricultural purposes until 1893 when citrus trees began to be grown there. A post office called Roscoe was established at the intersection of Highland and Doheny Roads on December 10, 1867, and remained in operation until 1915. The first resident was Wm Hargrave who arrived November 6th 1860 from England with his family. Mr Hargrave's land extended down Doheny Road eastward to just west of today's Blue Bottle Road In 1870 developers renamed one street after themselves: "Roscoe Boulevard"

Roses were grown there until 1907; thereafter grapes were grown until World War II when oil exploration began nearby and production stopped entirely. The community developed as a result of numerous railroads running through its area: Southern Pacific Railroad (SP), Union Pacific Railroad (UP), Pasadena-Ontario Railway (Pasadena O&O), Western Electric Railway (WE) and Owens Valley Electric Railway (OV). Many homes were built along railroad tracksidemeans such as "Cottonwood", which still stands today as a reminder of that era. In 1932, Rosemead had 1,500 residents; by 1940 that number had increased to 4,000 due largely to annexation by neighboring cities of Riverside and San Bernardino counties during those years. The population peaked at 10,600 in 1960 before declining steadily over the following decades until reaching 6,309 as of 2000.
