In 1960, Riverside joined with other towns in San Bernardino County (Sunnyvale being the exceptions) for what would become known as "Riverside United". Through this agreement, all local government services were combined into one entity under a single Mayor/Council system which continue through today with different members elected every two years via secret ballot using partisan voting instead of open primary elections where all citizens can vote regardless of party affiliation

The original village site on Deer Valley Road near Deer Lake had been abandoned due to drought conditions in 1875 and was not reoccupied until after annexation by Riverside. The first schoolteacher in the town was Mrs Hallett who taught at Pine Canyon School before moving to Huntington where she met her future husband Dr Robert Hallett and continued teaching there until his death in 1930. In 1895, white settlers began arriving from San Bernardino County looking for land to ranch and settled on land north of Railroad Avenue east of Deer Valley Road which became the nucleus for the current city boundaries
