The Riverbank community is located in east Contra Costa County, California. It was founded in the early 1800s as a small Native American village on the banks of the San Joaquin River. The name may derive from the MissionSan Francisco de Asís, founded by Father Junípero Serra in 1776, which was located at what is now known asriverbank. Riverbank grew rapidly after it was incorporated as a city in 1906. The city's growth led to its annexation by Contra Costa County in 1958 and its formal designation as a county seat. Today, Riverbank is one of the most populous cities in Contra Costa County with over 165,000 residents. The City of Riverbank was originally organized on February 14, 1906 by an act of the California State Legislature under Gov. Hiram Johnson. At that time, it consisted of only two streets: Main and Amherst Streets (today renamed Broadway and Parnell Streets). The original City Council consisted of six citizens elected at-large; three were chosen from each ward within city limits. On July 1, 1907, sections 2 and 3 of Oakland Township annexed into Riverbank; these areas had been part of Oakland since 1871 when they were included within Berkeley Municipal District #2 through order to provide forsplits among Berkeley's numerous villages/townships On November 17th 1908 Commissioners John Fenton & George Wetherill met to discuss land purchases from Henry Leland who had just patented 201 acres adjacent tothe Hayward Faultline south between Primm Road and Skyline Boulevard In seeking confirmation that this parcel actually lay within their jurisdiction they proclaimed "the present site" line along Hayward Fault Line (now Prospect Avenue) facing northwest with present day Albany Street running east then southwesterly along fault line until it terminated nearpresent day Hercules Drive South - thus defining Boundary Creek Valley bounded on all sides by Secured Lands Surveyor dated September 16th 1889 shown on plat map attached hereto together with boundaries hereinbefore set forth said boundaries should be considered as Burglars Range Showing No more than Ten Acres per Hundred upon Which Claim would Be Reserved & no right or title thereto could be acquired without being first registered & Approved By A Court having Jurisdiction Over same." This proclamation effectively created what becameknown today as "Riverbanks". However there remained some ambiguity about exactly where Boundary Creek Valley ran due to Triangle Swamp - a location claimed by both Sacramento County and Alameda County but never surveyed or defined - so this proclamation didn't resultin any actual development taking place within Boundary Creek Valley itself until much later when adverse conditions causedby Alpine Fault resultedin plats being developed specifically around creek bed including those now contained within Riverside Park situated immediately westof Doubletree Hotel opposite Centurylink Field Houseapproximately 400 feet belowground level making access easily availablefor future explorers.(See map attached.) The first European to visit the area that is now Riverbank was Captain John Smith in 1769. The land for which Riverbank stands was granted to the San Francisco Mission by Governor Manuel Nieto on December 12, 1821. The mission was destroyed in 1836 and replaced by Rancho Rincon de Santa Clara. The first permanent settler in what is now Riverbank was José Joaquin Crespí, who arrived from Mexico on July 24, 1849. He named the area Rio de la Independencia after his native country's independence day. Other early settlers included José Pico and Nicolás Sánchez located near present-day Fremont Avenue and I-880. In 1862, a railroad line was built through the area and it became an important agricultural center. A flour mill operated at Riverbank from 1865 to 1886; a sawmill operated from 1889 to 1912; and a cheese factory operated from 1914 to 1945. In 1955, the last of the four largest mills closed down, leaving only two small businesses operating today: one that manufactures gravels and another that processes crops into food products such as flour and cereal
