In 1951, Mayor Caryl Ewing appointed James Ritchie as City Manager after he had been successful in winning election as Mayor of nearby Redlands two years earlier. In the 1970s and 1980s, Ridgecrest experienced rapid growth due to subdivisions being developed along wells near wells within sight of downtown ridgecrest or via dirt roads running parallel to Interstate 10 outside town limits; this caused several streets in downtown (such as Spring Street) to become one-way street exits only allowing thru traffic onto I-10 without entering town proper. This type of development is now generally called "drive-through" subdivision development because it allows residents no interaction with their neighborhood other than passing through on I-10 or going directly from their house into their subdivision lot without ever descending into downtown ridgecrest where most people live and work
