In the early 1900s, Richmond was a small town in Southern California. The population of Richmond was just over 1,000 people and it consisted of a few houses on the west side of the river and an estimated 100 or so residents living on the east side. The only means of transportation to and from outside of town was by boat. The town got its start as a fishing village due to its location at the confluence of two rivers. At one point, there were more than 20 sport fishermen operating out of what is now known as Riverside Park. By 1910, when Richmond became an incorporated city, it had only 10 residents and no businesses other than a couple stores that sold groceries. The first sign that Richmond was going to become something greater came in 1916 when Mayor John Smedley announced plans to build a new stadium for the pro football team called Pacific Coast Athletic Club (PCAC). The project would cost $5 million and would be located on what is now Kaiser Way near where Interstate 5 converges with I-15. In order for PCAC to be able to afford construction costs, they needed money from local businesses and citizens who donated money or property taxes. One such business owner who donated money to PCAC was J.C. Penney who agreed to sell merchandise at no cost to their customers until after PCAC played its first game at Arroyo Seco Stadium in November 1916 against Los Angeles Rams (now USC Trojans). This event marked not only PCAC’s debut but also Richmond’s official growth as a city! In 1919, City Councilwoman Anna Dickinson introduced legislation seeking voter approval for annexation by Los Angeles because then-Mayor James Tisdale felt that if Richmond did not join LA, it would become “a Municipality under control of some other body within our borders which would soon relegate us into second place[.]” After many hearings throughout 1920 and 1921 during which citizens spoke out against annexation (mainly because they felt that their homes would be taken away), Mayor Tisdale finally withdrew his support for annexation in favor of keeping Richmond separate fromLA! As result, both cities continued Toexist separately but with equal rights until 1965 when Riverside County annexing both cities into its jurisdiction made them once again full members of one metropolitan area!
