Richmond, California is a city of over 250,000 people and home to the University of Richmond. The city was founded in 1847 by General David Dixon and named for John Bourke, 1st Baron Raglan. In 1865, Richmond became an independent city and adopted its current name. The first firearms store in the city opened in 1879. Ammunition manufacturers such as Winchester, Remington and Smith & Wesson began manufacturing here in the early 20th century. The City Council enacted a ordinance regulating handguns on November 15, 1903, making Richmond the third municipality in California to do so (following San Francisco and Los Angeles). On December 7th 1911, Citizens’ Action League gun owner rights rally took place at Berkeley Square. More than 2200 individuals attended including Mayor George Eason (D-Richmond), Deputy Mayor Aileen McDonnell (D-Richmond), members of the City Councilmembers Fenton Hull (D-Richmond), Will Richardson (R-Richmond) Ernest Burgess (C-Atascadero), Harry Wright (I-Los Angeles), Julius Rosenwald Jr. (Aide to Grover Cleveland) and future Ulysses S. Grant Wood Chief Justice of the United States Supreme Court

Between 1881 and 1988 Richmond experienced one of the most dramatic transformations in American history with its incorporation into the newly formed Silicon Valley region known as Northern California. This rapid growth led to social unrest which eventually forced Mayor Willie Brown to seek reelection against then Supervisor Jane Kim in 2011. Despite Brown’s victory his challenger won out after gaining support from African Americans living in Northern California who felt they had been left behind by white gentrification policies enacted during Mayor Brown’s time as mayor In recent years there has been discussion about whether or not Richmond should remain part of Contra Costa County even though its economy is largely based outside of county limits. Many people within Richmond feel that their community deserves more than just county status because they believe that their unique culture and history make them distinctly separate from other counties in Northern California and deserve their own government. There are also many people within Contra Costa County who argue that if Richmond stays within our county then it will lose some much needed resources which would ultimately impact all residents regardless of race or ethnicity
