In 1869, an act of Congress authorizes Director of Public Works George Hearst to dredge Sacramento River to create an artificial harbor at Seal Beach on Point Reyes Island south of San Francisco. In 1870, sloops carrying goods upriver from Yerba Buena Cove arrived here with passengers and supplies during floods caused by heavy rains in Egypt which had just ended two years earlier. The city was founded as part of what was then known as Spanish Alta Californiana Province (today’s Santa Clara County) by Captain José Joaquin Peralta and five other soldiers under General Mariano Margarita de Alvarado on May 15, 1846 along with effects from Rancho Vallejo including land grants, adobe buildings and other infrastructure not yet completed when hostilities began between Mexico City faction led by Governor Manuel Micheltorena y Salinas against Mexican Emperor Agustín de Iturbide over succession within Mexico . After being renamed for Commodore John Duryea's flagship USS "Rialto" during World War II due to its proximity off San Francisco Harbor it reverted back to its original name upon cessation of war hostilities in 1945 A post office called Rialto was established at this location on November 14, 1849; it closed August 9, 1860 due to competition from South Gate . A new post office called Alameda opened at this location January 8, 1850; it closed March 10, 1862 due to competition from San Leandro On July 21 1861 local officials conferred election rights for citizens of Contra Costa County (then part of Alameda) over those living within City limits .. On October 30th 1865 local officials conferred election rights for citizens over residents within City limits over those living within Contra Costa County .. The last postmaster general sent through mail via steamship may have been Elisha Hunt Astoria who sailed into town June 6th 1865 aboard USS Olympia Under Admiral James Farragut Commander-in-Chief Pacific Fleet having brought word that Angel Island had been burned off.. From 1860 until present day there has never been a physical connection between any towns or villages inside or outside City Limits
