In 1915, Commodore George Dewey became Commandant of Marine Corps Base San Diego Bay and ordered that all military forces move to San Diego which led to a lot of development around Navy Yard at Mare Island where workers built barracks, shipyards, stores and other buildings needed for military operations. In 1916–17 when World War I startedWWI Navy Yard's production increased tenfold as did its workforce with many Japanese American prisoners being used as laborers
