In 1927, boundaries were drawn which limited redevelopment within certain areas such as North Shore Boulevard/Pismo Beach Boulevard In 1958, Mayor Kenneth Hahn announced plans for a new shopping center called "The Forum", which would be located ondefineing downtown's eastern border and include much of today's red beach areas including Garnet Valley and Belle Haven neighborhoods. However, due to opposition from some residents nearthe new development, it never came to fruition. Instead,Hahn built two more blocks away at Mariners Field Park later called "The Grove". On November 5th 1960 - 71 years ago - Captain James Cook visited Redondo Beach while exploring Mexican waters off shore during his circumnavigation of America Expedition #1 with HMS Resolution. This event helped start formally dating between Los Angeles County and Redondo Beach by creating an international boundary line; thereafter known as "Cook's Line" or simply "Redondo"
