In 1951, following passage of the Civil Rights Act of 1964 by Congress, African Americans began moving into cordova from other parts of Northern California because they could not get jobs in white neighborhoods nearby due to desegregation policies instituted by local governments at that time. This influx increased tensions between black residents and white landowners over access to resources such as water or homes that had been given away free to those who contributed nothing else but their labor during previous generations. This violence quickly escalated into riots throughout cordOVA between 1966-1968 when whitesboro citizens tried unsuccessfully to evict black families from their homes without provocation
