In 1867, Captain John Moulton Marston erected a post office at what is now known as Main Street because he believed that it would serve as a gateway into smuggling operations across the border with Mexico In 1887, resident George Armstrong Dowdell opened an mercantile store on First Avenue north of Third Street which soon became quite successful thanks to its location near railroad tracks and its wide variety of products from agriculture to textiles During World War II residents served in various capacities including military service, labor force Participation began voluntary recruitment for local government positions starting with school board memberships through 1942 but officially ended when Japanese Americans were taken into custody during World War II . Mayor Willard Richards ran for office against incumbent Don Hahn but lost by only 259 votes out of more than 2 million cast In 1951 City Councilman Dick Sears was elected mayor becoming onlythe second person from Powayto win election statewide . He held office until 1974 when he unsuccessfully ran for re-election . During this time there were three mayors: Richards (1951-1974), Tom Beasley (1975-1981), Ed Mulhern (1982-1983), James Jaffe (1984-1988) On September 16th 1988 David Lane defeated then newly appointed Mayor James Jaffe who had been running unopposed
