Porterville is a city in Kern County, California, United States. The population was 27,723 at the 2010 census. Porterville is the county seat of Kern County. It is located on the San Joaquin River upstream from Bakersfield and about northwest of Fresno. The Porterville, California water district was founded in 1907 by Colonel S.W. Porter and his wife, Mrs. Nellie Atherton. The first water project in Porterville was the construction of a well near the present day intersection of Hwy 138 and Hwy 101. By 1923, the water division had completed two more wells: one at Wickham Road and Elmira Avenue, and another on Wabash Ave., just east of I-5. In 1928, the Porterville Water District became an independent city government with its own police department and fire department. In 1935, the City Council adopted a resolution authorizing the purchase of an additional 5 acres (20 hectares) from Ponderosa Ranch for use as a water source for Porterville. The land was purchased for $2,500 cash with seven years' credit against future payments. On November 3, 1936, Mayor Luther Baugh signed a proclamation setting forth the purpose of acquiring this land: " establishing a permanent source of drinking water for Porterville." The first pipe carrying potable water to residents in Porterville arrived in 1939. On May 25th 1946 Congress passed Public Law 90-402 which amended section 301(a) of the 1916 federal law that established America's first public utility commission - known as "The Federal Regulating Authority" - which operated under authority granted by Act 505 of 1946 (15 U.S.C 1115). As part of this Amendment Act Congress transferred all regulatory functions associated with the old Federal Regulating Authority to newly created state authorities such as California's State Water Resources Control Board (SWRCB), within one year after enactment effective July 1st 1947 . This action relieved SWRCB from responsibility for most civil engineering matters pertaining to meeting American Water Code demands while still retaining ultimate control over all aspects of agency operations including those related to groundwater recharge & withdrawal; surface transportation requirements; appropriations; maintenance; regulation & licensing; plant building plans
Porterville is a city in Kern County, California, United States. The population was 21,871 at the 2010 census. Porterville is located on the southern edge of Kern County and is bordered by Bakersfield to the north, Visalia to the east, and Bakersfield to the south. The City of Porterville was founded in 1907 by J.F. Drake and W.D., also of Bakersfield. It became a city proper in 1912 and was named for Porter Valley which runs through most of its territory. The original town site lay on what is now known as Old Eastside Road near what is now University Avenue, just outside present-day downtown Porterville. A post office called Porterville was established in 1907, and remained in operation until it was discontinued in 1949. A new townsite was platted southwest of downtown on Railroad Avenue between Hawkins Street and Maple Street after railroad workers settled there during World War I seeking work opportunities unavailable from nearby cities such as Bakersfield or Visalia due to wartime restrictions on land purchases for military use. When construction began on this new townsite, some residents preferred that their name not be included with those of existing towns because they felt it would help maintain an independent identity for their community while still living within Kern County boundaries; this policy continued until 1941 when all incorporated municipalities were required to adopt similar names under state law (the exception being unincorporated communities such as Desert Hot Springs). In 1912 the city proper status quo changed when Mayor Harry Fenton convinced then-Governor Lowenstein that cityhood would be beneficial both economically and politically due to its central location within Kern County as well as its large population size compared to other small towns within the county at that time (Porterville had a population of 507 inhabitants when it first became a city). On July 1, 1912, Porterville adopted its current name: "Porterville", after J.Fdrake who had spearheaded efforts forcityhood despite initial reservations about whether or not it would be successful given Kern's restrictive land laws at that time (although he ultimately succeeded). This act made PorterVILLE one of only two cities in California whose incorporation did not require unanimous approval from all residents; the other being San Bernardino which joined Pasadena eleven years later (-1920). Since becoming a city proper PorterVILLE has undergone several major expansions including annexations from neighboring communities including Atascadero (1948), West Hills (1957), Cottonwood Heights/Lone Oak/Hawkins Valley (1963), grassy knoll annexation from Whitney Ranch (1970), North Park annexation from Springerville/Cottonwood Heights/Lone Oak(1982) - making it one of only three cities in California with multiple annexations throughout its history! The town was founded by Captain George Rogers Clark and his party of six soldiers on November 3rd, 1846 while they were exploring the route from San Francisco to Yuma. Porterville quickly became a trading post and served as headquarters for many wagon trains travelling through Kern County during the 1850s and 1860s. In 1865, John C. Fremont discovered gold near Porterville and decided to establish a mining camp there. By 1870, Porterville had become an important regional center for silvermining in central southern California. However, the Panic of 1893 led to a decline in silver prices and business at mines throughout Kern County slowed down; however, Porterville continued to serve as a transportation hub for local residents until around 1900. During World War II, much of what is now Porterville was taken by Japanese forces during their invasion of northern California during Operation Husky. In 1948, Mayor Harry Siever petitioned the Los Angeles City Council to annex portions of Kern County so that it could be used as an airport reserve should LA go into bankruptcy due to its high cost of living relative to other municipalities within Los Angeles County (it did not). In 1959 Mayor Leroy Burnside approved annexation requests from North Hollywood (then known as Westwood Village) and Venice Beach (now part of South Pasadena), both adjacent communities which had been seeking separate cities status since before1920 when Ventura county was created out of parts of Orange COUNTY (the original border between Ventura and Los Angeles counties). On July 15th 1960 voters passed Measure T which annexed 1/4 mile wide strips along Center Street between Colfax Avenue and Grand Boulevard in Downtown Portervillle including all property east-west or north-south thereof since December 20th 1901 including any land leased or acquired since then by any person owning or leasing real estate within said boundaries; this annexation created Downtown Portervillle as one municipality with a total area exceeding 7 square miles making it one third larger than Beverly Hills Today! Measure T also reorganized city government creating two wards - East Ward & West Ward - each represented by two members on the City Council who were elected at large rather than based upon ward boundaries which had been established centuries earlier! These changes brought about dramatic changes in municipal governance within Downtown Portervillle & helped make it one of most politically active cities in Southern California during the late 20th century! Downtown Portervillette experienced another explosive growth period beginning around 1990 when construction began on several downtown development projects such as First National Bank Plaza & The Riverside Hotel Properties; these projects added over 100 jobs directly attributable to their completion subsequent year & made Downtown Portervillette one of the most vibrant downtown areas in America both through job creation alone (& indirectly via increased tax revenues generated from redevelopment) & also through hosting numerous events such as art shows galore!, music concerts etc., generating considerable enthusiasm among locals especially given that much commercial activity takes place approximately 2 blocks away on Main St.. This revitalization period ended abruptly after several major earthquakes struck Southern Californian particularly southwestern San Bernardino Valley causing massive damage across dozens if not hundreds if not thousands of homes resulting in significant loss Of life & economic hardship particularity towards those impacted hardest: families struggling financially due largely To destructive building renovations which often took weeks or even months (& sometimes resulted inibout entire homes being destroyed) Many people believed that downtown redevelopment would finally bring about gentrification thereby reversing decades OF unchecked demographic change that appeared inevitablegiven present trends But instead tha rapid gentrification process has actually accelerated leading some longtime residents jokingly calling themselves "The Ghetto Grannies" because many businesses formerly located inside old blacklisted neighborhoods have moved out into more conventional white neighborhoods although much remainsOff limits TO them!
