In 1865, General Grant ordered Major General William Tipton to take over administration of Indian Affairs for the newly created territory west of Los Angeles County including present-day Porterville. On February 10, 1865, Tipton established Fort Yuma after his victory at Palo Alto against Mexican forces led by José Joaquín de Arroyo y Parra . The town was platted in 1889 when Hyrum Cooke became its first mayor; it took its name from Rear Admiral John Pemberton Porter who had been commandant general at San Diego during the Spanish–American War and later served as secretary of war under President James K Polk .
