The first firearms in Pomona were muskets. A party of men, led by Captain John C. Fremont, arrived in 1846 from the pursuant of Mission San Gabriel and began exploring the area around present-day Pomona. They discovered rich mineral deposits and soon began importing firearms to use for their explorations. The first known gunnery school was established at Rancho San Antonio in 1852 by Captain Fremont and his son Lieutenant George Fremont. In 1857, Captain George Fremont founded the city of Pomona as a dry goods store town on the east side of what is now State Route 101 near Interstate 5, just south of downtown Pomona. In 1870, two brothers named William Fenton and Julius Pfeiffer opened a grocery store on corner of First Street and Third Avenue in downtown Pomona. This store was one of the first businesses to be built in what is now downtown Pomona. By 1886, there were over 100 businesses operating within a radius of 10 blocks of the old City Hall building on Main Street in downtown Pomona which served as the central business district for most residents. The Second Spanish American War brought many refugees to California and new entrepreneurs started opening businesses across from City Hall including Wagon Wheel Cafe which became an early 20th century landmark on Fourth Street between Main and Jefferson Streets (now Adams Boulevard). Businesses clustered along Market streets such as Gilded Cage Theatre (now Jamba Juice), Earls Theater (later State Theatre) and several other movie theaters that remain popular tourist attractions today. This period saw rapid growth in both population density (due to arriving refugees) as well as economic development with numerous factories being built throughout town including munitions plants for World War I; garment mills during World War II; automobile plants during postwar years; housing developments such as Applebees & Pizza Hut; etc., all while City Hall sat vacant or functioned only partially due to financial limitations caused by increasing population size without corresponding increase in resources or infrastructure necessary for this type of growth. In 1958, when Cal Poly Pomona decided it would no longer offer its undergraduate engineering program because too few students could be admitted each year due to limited space, then-City Manager Arthur Hirschfeld recommended that university annex adjacent city land north of mainstreet onto which future Cal Poly Pomona buildings would be erected if sufficient funds could not be raised through private donations or state appropriations to keep the university open Additionally, Hirschfeld recommended that any University property not used for student purposes should revert back into the public domain so that it may become available more easily for development
