In 1907, the City Council passed an ordinance creating Agricultural Land District No. 2 for the purpose of developing agricultural lands within its limits for settlement by farmers with suitable homes and barns or other buildings therefor . There were few if any developments because much such land had been foreclosed on during the Panic of 1907 . After years of efforts by various civic organizations and individual citizens, including Supervisor Mary Nichols and then-Mayor Francis Exley (1907–11), development began anew from 1991 through 1993 with purchases from local property owners totaling 1,070 acres (500 hectares). This resulted in construction of over 100 new homes throughout downtown Pleasanton – making this one of the most dramatic redevelopment projects ever undertaken in Contra Costa County .

Pleasanton is located on the eastern edge of the San Francisco Peninsula and is bordered by Walnut Creek to the east and north, Menlo Park to the west and south, and San Pablo Bay to the south. It is about 11 miles (17 km) northeast of downtown San Francisco. The first Europeans to visit what is now Pleasanton were Mexican traders in 1821 who named it Rancho del Norte after their holdings along the North Coast of California. A post office was established at present-day Pleasanton in 1828, and shortly thereafter platted out what would become its most identifiable feature – a large area of undeveloped land bounded by Menlo Park Road on the north, Walnut Creek Boulevard on the east, Alameda Street on the south (and present-day Highway 12), and Dogpatch Road on the west – which became known as "The Donnellys'.". In 1845 The Donnellys sold their holdings east of Menlo Park for $3500 to James Buchanan Clark; he subdivided it into two lots for $5000 each and called it "Clark's Addition". In 1861 Fruitlands Mutual Insurance Company was organized with a plant in what later became Pleasanton. The company merged with American Mutuel Corporation in 1978. At that time there were over 100 companies operating in Northern California having headquarters here including Hearst Corporation whose main campus resided here until they moved developmentally HQ to Westchester County NY in 2006. Pleasanton is a city in Contra Costa County, California. The population was 41,351 at the 2010 census. It is located on the banks of the Napa River between San Pablo and San Francisco. The city's namesake comes from Pleasant Valley, which was part of Rancho Dolores y Sinatra. The first permanent white settlement in what is now Contra Costa County was founded by John Doane in 1851 as a small farming community called North Richland Hills. Doane named his new community after himself and his family's home, "Pleasanton", which he had seen while visiting Ireland. In 1859, Pleasanton became one of the first cities in California when it was incorporated as a town under the leadership of Mayor Augustus Kelley. In 1865, during the American Civil War, Pleasanton sided with the Union and women began working in local mills to supplying munitions for Union army troops. The economy quickly shifted from agriculture to industry; by 1870, there were 10 businesses operating in town full-time. In 1902, Pleasanton annexed part of neighboring Belmont because its annexation proposal met no resistance from that city's citizens nor did Belmont offer any land for annexation (Belmont only offered to sell water rights). This merger created what is now known as Contra Costa County and increased their combined population size to over 100,000 people within five years. This growth led to several downtown development projects; including Market Street Subway Station (1892), South Park Avenue and Walnut Street Railway Station (1912), and Danforth Avenue Bridge across Napa River (1915). In 1924–25 voters passed an ordinance allowing transgender residents of other cities or towns within Contra Costa County to use public facilities without having their gender changed upon arrival therein - this started what would become known as 'Gender Neutral Services'. The City Council voted 3-2 on February 25th 1926 not to allow Japanese Americans who had been interned during World War II living within town limits – they were later allowed intotown through purchases made by then Mayor James Worthy III with money contributed by then United States Senator Hiram Johnson following passage of the National Defense Authorization Act for Fiscal Year 1927 . After World War II ended most Japanese Americans left town but some continued residing there until they were expelled from county government in 1951 . Some remain today as Visiting Japanese Nationals who are subject to anti-discrimination ordinances
