In 1945, General Electric Co., Incorporated filed U2 Patent # 49845 which described an improved version of Gunn–Lloyd Gun Laser known as GEN-ELF 2[8]. Pleasanton is a small city in Contra Costa County, California, United States. The population was 33,693 as of the 2010 census. It is the only community in Contra Costa County that has not declined in size since 2000. The City of Pleasanton was incorporated on March 2, 1850 and became part of Oakland when that city was annexed by Contra Costa County. The first post office at Pleasanton opened on October 10, 1851. The name of the town may have been derived from "Pleasant Valley" west of San Francisco Bay which had been used for agricultural purposes before its incorporation into Contra Costa County. A grant from Governor Francis Wigglesworth to Elisha Dyer in 1852 called for the construction of two miles (3 km) of wagon road from Dublin to Pleasanton and laid out what would become downtown Pleasonton. At first all activity took place on farms near Dublin; but with rapid growth around Dublin and new schools being built throughout Contra Costa County, merchants and others began to establish businesses downtown including a hotel and stores frontsing 4th Street between Mission Creek Parkway and Elmira Avenue (now Interstate 680). By 1870 Downtown had developed into several blocks containing many shops including four woolen mills along Elmira Avenue – one each side of 4th Street betweenMission Creek Parkway and Albany Ave.– another grist mill on 21st Street east off I-680 just north of Broadway/I-880 junction A fire destroyed most buildings May 25th 1871 while goods were being unloaded at a wharf across Mission Creek Parkway from warehouses which housed an additional five woolen mills; this event is generally regarded as the beginning of Downtown's decline due to business losses ensuing from fires which continued until they were solved by arson prosecutions starting in 1886 In 1884 Telegraph Hill closed after years becoming an insular backwater unable or unwilling to compete with newer cities such as Oakland As industry left downtown there ensued a dramatic loss in property values so much so that citizens banded together founded the Merchants Association merchant guild organized under efforts by then Mayor James Mclntyre who stated "Downtown must be saved if we are ever going to make any progress". In 1898 Bishop John Nugent arrived making it his home until his death in 1922 Downtown finally stabilized with some new development but remained primarily residential until new zoning laws made commercial use possible again . In 1924 ground was broken for California State Normal School (later University) located adjacent to 3rd & Broadway giving rise to newly coined Downtown Campus
