In 1846, when Mexico became a republic, Alta California was divided into two parts, one including present-day Placerville, and the other comprising all of Santa Clara County. The portion of Santa Clara County that included Placerville was renamed San Francisco Bay Area after its new county seat there. The town was founded by Captain James Hutton on November 3, 1848 as a result of a land grant from Governor Manuel Robles. At first it consisted only of Hutton's house and some outbuildings. By 1850, however, many buildings had been erected including a schoolhouse and church. A post office called Huttonville was established in 1851 and remained in operation until 1861. During this time period placer gold deposits were discovered nearby and led to increased traffic through the town center which soon saw an influx of settlers looking for work in these new opportunities. In 1865, when San Francisco became the capital of California following its incorporation as a state under Californian law, Placerville became its newly appointed municipal center with Judge S C Rankin serving as its first mayor On July 12th 1870 an act incorporating Placerville as a city was approved by voters at an election held pursuant to Resolution No 563 passed by the City Council on May 30th 1870 On November 2nd 1870 city charter number 1 was ratified by voters resultant making Placerville officially incorporated with fifty-eight members organized into five wards . Municipal services such as fire protection (1870), street cleaning (1871), public square maintenance (1872), police protection (1873) were initially provided by volunteer groups but later assumed by paid staff hired through contract . In 1875 Mayor Rankin resigned due to health concerns and was succeeded by Wm E Gage who served until 1880 when he too resigned due to health problems . J C Keene took office on January 1st 1880 and served until September 1886 when he also resigned due to health concerns . W M McConnell replaced him and served until 1890 when he too resigned for unknown reasons
