Placerville, California is a small town in Kern County, California. It was founded by prominent Mormon farmers on an agricultural estate in 1868. By 1870, the population of Placerville had reached 50 people. Although there was little market demand for goods produced by Mormon farmers in 1869 and 1870, they continued to export some crops such as cotton and hay to other areas of California until 1880 when production fell off catastrophically due to several factors including increased competition from nearby towns and cities; lack of irrigation improvements; drought; natural disasters such as fires that destroyed or damaged crops; revolutions in agricultural technology; and social changes introduced bymembership inthe LDS Church (LDS Church History Library). In 1872, Jerald Morningside organized what would become known as The Improvement Association which aimedto promote agriculture through education, extension work, public works projects,and cooperative efforts with other communities across southern Californianounty.(Jerald Morningside papers box 2) After two years of meetings featuring various speakersincluding experts from Illinois Agricultural College (now UIUC),Mormons decided to move their operations back into Nauvoo where leadership felt more centralizedand able to provide better support services.(Church history chapel archives box 3) In March 1874the original plat for present day Placerville was filed with the U S Patent Office.(Chamberlain papers 4) Although originally designatedfor Monterey County - because Rancho San Rafael de Asis lay within Monterey County - petitionersfromPlacer County suggested that it be placed within KernCounty because its citizens were " industrious , enterprising men ,"(Kern county courthouse minutes 5) which ledto its ultimate designation as partof Kern County.(Kern county courthouse minutes 6) The name change came about after members of The Improvement Association heard someone speakinMonterey about how easily death could come if one did not havea good place to rest at night.(Monterey Herald clipping 8/4/1974)(Church history chapel archives box 4) Soon after,, there was talk among local people about movingthe general store downriver so that it would not become isolated fromcommunity life."
