Placerville is a town in Kern County, California, United States. The population was 2,547 at the 2010 census. It lies on the east side of the Sierra Nevada and across from Bakersfield on the west side. It is part of the Fresno metropolitan area. The first people to live in what is now Placerville were Native American guides and traders who traveled through here during the summer months to trade with Mono and Kern counties. In 1851, George Custer was routing his troops through this area when he came across a party of miners traveling in wagons upriver from Lone Pine Bend post office near where Placerville now stands. This event started what would be one of Placerville's most successful businesses ever - catering to military units passing through its borders as they traveled upriver to battle in wars all over America. The town was originally named for Major John Pemberton (1795-1868), an American general who fought in Mexican War and Second Mexican War, as well as several years of Indian Wars for California under various aliases including "Tahoe" and "Saddleback". The first settler in what is now Placerville was John Whitehead (1809-1892). He platted land around present day downtown which he called simply "Whitehead." A post office was established at Whiteheadville on March 15, 1853, by order of Governor Yuma Wells. The name change may have been because early white residents thought that black pioneers would move into their territory if they called it anything other than "Whitehead." In 1861, Josiah Gregg moved from nearby Donner Pass into present day Placerville after finding good farmland thereabouts for $1 per acre ($36 per square mile). At that time there were few towns or villages outside Los Angeles proper; many settlers chose to establish themselves near today's cities only because transportation became available via improved railroads following the Civil War. Gregg had purchased some 160 acres near present day downtown from Captain Henry Sibley – adjacent to today's yogurt shop – making him one of very few pioneers directly responsible for building not only Placerville but also nearby Northridge and San Bernardino Counties into viable communities within a generation or so of their establishment! For more than half a century prior thereto - since 1860 - agricultural production had been almost exclusively conducted by husbandrymen using small corrals/grazing lots scattered throughout fields rather than large tracts devoted either entirely or mostly to crop rotation such as weir cultivation common then across much inland Western agriculture; yielding high yields despite severe winter conditions even though nearly all year round irrigation water availability often remained nearly nil due mainlyto droughts caused by unusually warm weather conditions associated specifically with El NiñoSouthern Oscillation events...Today most placer mining operations are located along lower Tulare Riverbeds about 20 miles upstream from modern day San Bernardino County boundaries primarily because: 1) Although extremely hard surface mineral deposits exist along entire river banks throughout much southern Tulare County containing significant gold content exceeding .50 ounces per tonne (and possibly greater), these deposits have not yet been metamorphosed sufficiently to yield returns significantly above assay values thus far;2) Many major riverside boulevards have been developed attractive residential areas providing easy access both northward/westward (i.e., away from river bottom), southeastward/northward (i.e., towards river bottom), or northeastward/southwest (i.e., towards center city) directions yielding handsomely paid jobsites overlooking extensive irrigated agricultural valleys extending generally parallel unto Interstate 5);3) Infrastructure improvements resulting principally from Federal Highway Administration projects funded largely through grant monies made possible thereby include new expressways bisecting southeastern Tulare County just south thereof connecting with I-5 immediately east thereof forming an important economic corridor linking Sacramento City Proper and Visalia Proper direct thereto)... The first white people to move to Placerville were James and Mary Humes in 1847. The Humes' children, John and Elizabeth, also immigrated to California in the 1850s. In 1853, John Humes founded the town of Unionville next to Placerville. In 1882, a group of farmers from Sonoma County started a farm called Meadowcrest near what is now the city of West Sacramento. They used horses and oxen to haul hay from their farmstead to sell at local markets. This early agricultural activity helped support Placerville's growth as a small farming town during the 1800s. During World War II, Placerville was one of several communities in Northern California that supplied food for troops stationed in Southern California. In 1969, Colleen Gallagher became the first woman Mayor of West Sacramento when she was elected during the State constitutional amendment process that year. During her time as Mayor, she worked hard to modernize City Hall and increase funding for public services such as recreation and parks. She also championed development around downtown while working towards creating an urban-rural continuum within our community that would continue into the future
