Placerville is a small town in Sonoma County, California. The population was 2,842 at the 2010 census. It is located on the eastern edge of Sonoma County and bordered by Petaluma to the north, Santa Rosa to the east, Fairfield to the south and west, and Guerneville to the northwest. The first European settlers in what is now Placerville were French fur traders from Quebec. They arrived in 1795 and named their new town after Pierre-Jacques L’Enfant, then Mayor of Paris. By 1825, there were about sixty people living in Placerville. The first post office was established in 1827. In 1868, placer gold was discovered nearby at Sutter's Mill; this led to a rapid growth of Placerville as an agricultural center with Processing plants for processing gold ore being built soon thereafter including: Folsom & Hastings (1871), Marston Bros., Guggenheim Bros., Wernham Brothers (1876), Allard & Company (1879), and Hungerford Mining Company (1887). In 1912 during World War I, American soldiers were quartered at Bodie Barracks until they moved into tents near Bodie State Park on November 11th due to air raids that had been pounding Placerville since September 1st when American forces invaded Europe through Belgium at Ypres Field just beyond town limits. From then until 1945 little changed except that some local businesses such as bakery operated successfully during those years without much corporate investment or marketing assistance from outside sources which may have been explainable by cultural reasons like community rejection of large military encampments within its boundaries despite offers from various outsiders who saw potential business opportunities thereabouts following WWI while locals vigorously opposed any militaristic activity or strategic planning done by federal authorities outside their borders ostensibly within their own communities/townsfolk’s respective jurisdictions/communities under Article XIV jurisdiction wherein “the People shall have power To regulate Commerce among themselves” notwithstanding prior Mexican squatting claims therein recognized even though no formal government recognition ever became operative given Mexico having continued sovereignty over most of present day Northern California pursuant to Treaty of Guadalupe Hidalgo signed December 12th 1861 between US President James K Polk and Mexican Emperor Maximilian II ceded same date marking end of war era boundary disputes between US & Mexico resulting from Republic Act April 14th 1848 as part of Compromise Of 1850 which ended more than two centuries worth total Anglo-Mexican conflict culminating with San Gabriel Valley annexation subsequent thereto by US effective January 3rd 1860 pursuant to Public Law entitled "Annexation Act No. 5" thereby creating today's city Limits comprising approximately 85% forested area covering an area measuring nearly 165 square miles
The first Europeans to visit the area that is now Placerville were Spanish missionaries in 1769. The rancho belonging to José Bascom was granted in 1827 to Francisco Peralta. In 1846, two brothers, Manuel and John Serna, founded a small farming community called "Palo Alto" on the north side of Alma Mater Lake. A post office was established in Palo Alto in 1857, and by 1865 it had grown into a town with a population of 100. The town was named after an old California mission (Alma Mater) which stood on the east bank of Alma Mater Lake. In 1870, placer gold was discovered at Almaden Valley near present-day Redding, California; this led to increased mining activity throughout Placerville. By 1901 there were over 1,000 people living in Placerville with an annual payroll of $3 million. However, by 1915 the population had shrunk to about 350 due to technological advances and other factors such as World War I; however, some residents still maintain ties to their hometowns through local businesses and social organizations. In 1937, Placerville was annexed by Redding; however most residents continued to reside in their homes until 1949 when they all moved into what is now known as Downtown Redding. In 1957 downtown Redding became the first city outside of Northern California allowed under Proposition 47 when the state legislature passed a bill allowing cities within unincorporated areas within county lines to be chartered without having any city council or mayor responsibility - effectively giving these communities independence from their larger municipal counterparts. A major civic event held in downtown Redding during this time period included the inauguration of Mayor Donald Juehnel as mayor on January 1st 1978 following his election victory over incumbent John Waring III; during his term As mayor he spearheaded efforts including renovations/additions such as City Hall which opened its doors for occupancy on November 8th 1979 and has been occupied ever since; also During his terms he spearheaded efforts such as developing new economic development initiatives like The PLACER Business Park located just south of downtown Redding adjacent to Interstate 5
