Placentia, California is a census-designated place located in the Inland Empire region of Southern California. The population was 10,724 at the 2010 census. It is part of Metropolitan Los Angeles. The first human settlement in Placentia was made on July 22, 1853 by Spanish missionaries as part of a larger effort to populate what would become Southern California. The area now comprising Placentia and its environs were purchased by James Swayne and his family in 1907 from the Lassen Volcanic Field Company for $2 million cash. James Swayne was an American entrepreneur who founded Consolidated Mining and Manufacturing Company (CMM) which developed many local businesses including Owens Corning Corporation (ONC) and Lockheed Martin Corporation (LMT). He also served as Mayor of Placentia from 1951 to 1957. Although Placentia had been established as a small town prior to 1907, it experienced significant growth during Swayne's tenure as mayor. He spearheaded Orcutt Street/Seward Avenue expansion which brought new residents and businesses into the town center; increased public transportation availability throughthe incorporation of a streetcar company;and initiated numerous civic projects such as building a library and park system. The city's success during this time helped contribute to its rapid growth during Swayne's reign as mayor - Placentia grew from 1,000 residents in 1951 to 11,000 by 1960. During his term, the city annexed portions of neighboring Hawthorne Village which resulted in an even more expanded city boundaries with 12 square blocks today’s downtown district alone having acquired over 60 acres since then! In 1961, after serving two terms as Mayor & City Councilmember under then-Governor Ronald Reagan,[1] James Swayne retired from politics effective August 15th, making him one of only two active mayors remaining in Orange County following that date[2]. With his retirement came an increase in business opportunities for locals due to state investment programs stemming from President John F Kennedy's "New Frontier" initiative – these investments included both major highway expansions throughout Orange County[3] and increased development around Interstate 5 along the southern border of town.[4] As one result of this growth opportunity placentiacity entered into its current period characterized by steady population growth rates although occasional decreases have occurred due to natural disasters or other community-wide issues
