The first permanent European settlers were Mexican land grantees who arrived in 1776. The original rancho located at present day Placentia was granted to Pedro Menendez on November 8, 1824. On October 1, 1860, Los Angeles County was created from parts of Alta California and San Bernardino County. On January 3, 1913, Placentia became a city when it was incorporated as a town by an act of the California Legislature. In 1933, the City Council changed its name to Placentia because it felt that it more accurately reflected what the community had become than "Placerville" which had been given to the city by Representative Harry Payne Clifton after he toured the area in 1923 while investigating potential sites for a new county courthouse. During World War II, Placentia grew quickly as a military base due to its proximity to Hollywood and its role as an auxiliary airfield for Allied forces fighting in Europe. After the war ended, however, business declined and city services were discontinued until 1975 when they were re-established through public donations and private enterprise licensing program called "City Services Inc." In recent years there has been increased interest in downtown Placentia and plazas such as Plaza de la Constitución (the former site of El Rancho Real) which are home to artisanal coffeeshops/cafes/diner restaurants and small businesses. There is also an effort underway to develop Downtown Park which would include Employer Development Zone space for small businesses within walking distance of government offices and retail establishments including grocery stores and pharmacies
Placentia, California was founded in 1853 by William H. Brougham and his wife, Ida Brougham. The Broughams were the first people to settle in what is now Placentia. At first they only rented land from the Mexican government, but eventually built their own house on a piece of property they had acquired. In 1875, they added another house and began to cultivate crops. They also started a small grocery store and hired a few workers to help run it. The couple died in 1895 and their son continued to operate the store until 1911 when it closed down due to financial problems.
