The townsite formed when land south of present-day Highway 1 between Asistencia Road and Badenoch Road was auctioned off for development in 1922-23 as Rancho Pinole Mexican Land Grant No. 576 parceled out among various claimants including Akeley & Goodrich Fruit Growers Union Company; Pacific Oil Corporation; Ralston Purina Company; Southern Pacific Railroad Company (later CSX); El Paso Electric Railway Company; American Trust Companies brothers Charles Skelton (1879-1948) and John Winton Skelton (1881-1964), James Ewing Kappeler (1907-1978), Edward Hildebrandt (1892-1971), Augustus Fenton Hitchcock Jr.(1901-1973), Winthrop Redding(1902-) ; Alfred Howe(1900-) . Thereafter it became known as Rancho Pinole Mexican Land Grant No. 580 administered by Mexico State Lands Department until 1959 when it passed into private ownership under control of Dwight D Eisenhower’s presidential administration via Executive Order 10454 which made it one unit within National Forest System comprising 8 million acres . In 1932 major storms damage chaparral covered hillsides northeast to pinole creek making access difficult for settlers accessing irrigated fields below creek bed but new roads improved conditions soon enough . Agriculture developed slowly due to lack irrigation water available until 1945 when first heavy rains caused flash flooding across farmlands upstream resulting in increased demand for water diverted from reservoirs through welling up areas near creek mouth creating communities like Arroyito del Valle along canyon floor near present day Pismo Beach while east side high desert counties such as Los Angeles County experienced little or no rainfall leading to abandoned farming lands becoming open space today
