In 2000 City Council voted 5-3 to keep the city charter but change its name to "Pueblo Viejo" after discussions among council members about how best to commemorate the rich Hispanic culture present within the community while still honoring their independence from larger municipalities. On November 2nd of that year voters plebiscited whether or not they wanted to keep their current name or switch it over to "Pueblo Viejo" following months of campaigning led by Mayor Reynaldo Martinez who stated that he felt like "Pueblo Viejo" represented better what had once been strengths about this community: Spanish heritage (which is now majority African American), active parishionership with several churches (Spanish speaking), cultural diversity including nightlife programming and economic vitality due to its proximity to Fresno and Bakersfield
