It is named after Pico Rodriguez, who served as mayor of San Diego from 1907 to 1912. The first permanent settlement in what is now Pico Rivera was made by Juan Bautista de Anza on March 25, 1769 when he and his party of Spanish soldiers and artists exploring the area discovered salt water flats and an unbroken shoreline. They named their new location La Jolla because it overlooked Point Loma (Laguna de la Jolla). On October 15, 1821 Mexico gained independence from Spain and renamed the area Californias Monterey Peninsula after Viceroy Don Manuel Micheltorena's brother-in-law Captain Pedro Nieto. Pico Rivera was developed as a small town by businessmen such as George Hargrave Gorey in the early 1920s following World War I efforts to attract industry to southern California. The population reached 10,000 by 1923 but declined during the Great Depression due to difficult economic conditions that affected all parts of California; however it regained some popularity during World War II when many American servicemen returned home to live and work in Southern California. In 1945 Pico Rivera became a city with its own government when it merged with nearby Encinitas. In 1957–1958 construction began on Interstate 5 which connected Los Angeles with Northern California; this created major transportation changes for southeastern San Diego County including increased traffic movements into Pico Rivera due to growth along I-5 corridor east of Interstate 805 (the "Rancho Tijuana" Freeway). The influx of people living near I-5 also led to development around downtown Pico Rivera; today's shopping district features several high-end stores including Macy's Department Store opened in 1966 followed by Sears Harriman & Co., Inc./Sears Roebuck & Co., Ltd from 1971 until 1984 before being closed down in 2006. Development continued into the 1990s with businesses opening up along State Route 41 (now known as US 101) which leads northward out of town towards Interstate 5; this has led to more housing developments located along State Route 141 North (SR 41), west of SR 41 past General Motors' former research plant established there in 1949 that remains one of Southern California's largest remaining auto manufacturing facilities active today aside from GM Cadastre services business operations currently conducted outside/below foundry complex site - see photo below.)
