The population of Pico Rivera peaked at 614 in 1860 but declined rapidly due to various causes including a lack of water supplies and competition from other communities. In 1870 the population had risen to 1,633 but again declined because of economic problems such as overproduction by farmers and new irrigation systems becoming available nearby. In 1916 Pico Rivera residents led a successful campaign against the singling out of their community as one of three areas for development within the city limits without their consent or vote. This campaign helped lead to passage of Measure XVIII which granted citywide autonomy with voting rights for all residents within its boundaries except those living near Los Angeles City Hall where they remained subject to municipal rules even after annexation into Los Angeles County in 1920.
