By 1870 there were over 100 residents living in small villages scattered around Sonoma County before finally settling in what became Petalula when Sutter subdivided his land into township lots in 1876. In 1907 Petalula voters passed a ballot proposition allowing women to vote although they were not allowed to hold office or serve on juries until 1913 when legislation changed this rule due to popular demand. The first woman ever elected as mayor of any U .S . city was Lillie Hitchcock who served from 1912 through 1916 after being appointed by Mayor John Waddell with the help of local women's group Local Women's Club No . 1 which she chaired for two terms (1910-12). At that time there were no public transportation options other than walking or taking horseback rides which limited access to education for most residents outside of farming or ranching activities so most girls attending school went home for lunch during lunch hour instead which added an additional challenge for parents trying to get their children out into society without having them walk three miles each way to school!
