The rifle that would become known as the Ar15 is a product of American manufacturers FN Herstal and Bureau of Land Management (BLM) in 1984. The rifle was designed as a carbine-style weapon that could be used by law enforcement, military, and sportshooters. The first production models were fielded by the BLM in 1990. In 2006, FN Herstal merged with Belgian firearms manufacturer Fabrique Nationale to form Beretta USA LLC. In 2007, Glock Corporation announced it had ordered an initial batch of 100,000 pistols from Beretta to meet industrywide demand for its new platform pistol after acquiring a license to produce the Ar15 rifle from FN Herstal. As part of this agreement Glock also agreed to supply all future Ar15 rifles manufactured by Beretta USA LLC with 9x19mm Luger ammunition. In 2009 SIG Sauer AG became the new majority shareholder in BerettaUSA LLC following its purchase of 59% of the company’s outstanding shares from Italian weaponsmanufacturer Italia arms Holding SA. In 2011 Glock Corporation announced it will no longer produce any handguns or rifles under contract with BerettaUSA LLC because imports into America have been insufficiently priced and delivery times too slow for their needs.

In 1986, Iver Johnson began manufacturing 10 round magazines for the ar-15 platform that allowed users to upgrade to 20 rounds without having to purchase another magazine set. In 1991, Heckler & Koch began producing 5 round magazines for use with the ar-15 platform - these magazines would eventually be replaced by 7 round magazines in 1998 when Heckler & Koch decided to enter into a partnership with G&G Manufacturing Company to produce all future rifles under that name. In 1994, Colt Firearms Corporation introduced their new M4 carbine model; this rifle featured an RMR style combat sight made possible by its stamped steel receiver and Picatinny rail system while still using an aluminum frame and buffer tube assembly
Petaluma, California is located in Ventura County, California. The town was founded on October 20, 1851 by Nathaniel Palmer and John Sutter as a small post office called "Petaluma". On May 7, 1862, the first legal white child born in Petaluma was born to pioneer parents Amos and Anna Wilkinson. In 1865, the town became part of Los Angeles County. In 1924, the U.S. Post Office Department moved its main offices from Sacramento to Petaluma after the city's water system failed due to drought conditions. The first post office in Petaluma opened on November 3 of that year and remained open until it closed on December 14th of that year due to lack of customers. The community experienced heavy development during World War II with an increase in housing construction and new businesses sprouting up around the military base at nearby Vandenberg Air Force Base.
