Sellers had tried to escape from officers who had surrounded him while living outdoors on private property belonging to Rohrbough and Kapp at the time. 2 years earlier in 2004 another homeless man named Ronald Scott died after being shot by three Perris police officers during an illegal search warrant gone wrong while conducting operations at Scott's encampment known as "The Soap Box." He was unarmed at the time of his death
